I want to set auto-refresh of my underlying Google sheet data set linked to an Org Chart document however 'Manage Refresh' option is missing on the UI under 'Manage Data' panel

Thanks for posting your question in the community! This could be due to a couple factors.
- Data refresh is available to Enterprise accounts only. You can read more about Account Types here.
- If you're on an Enterprise account it's possible this is a setting that is disabled by the account owner in which case you can work with them (or your internal IT team) to get it enabled.
