My thought is to break this org chart up by Departments but even some of those might be too large for a page. I would also like to show various hierarchy levels in different layers (i.e. Board Top Management Middle Management etc. and also do a breakdown by department. What is the best way to do this?

Thanks for posting. You could add each sub-department to individual layers and toggle those layers using hotspots. Our layers and hotspots resource might give you more insight into exactly how to accomplish this.
