Issue for users in mainland China?

It seems my colleagues in mainland China sign up for free when I invite them to see a document. 

They see the form to sign up with their email address, they input the information as required (no warning about something incorrect/missing), but the button to sign doesn’t work.

Or is there something they are doing wrong?
