Hi!
Is there a way to lock completed diagrams so that users do not inadvertently rearrange/change/delete anything when in them and action buttons (for viewing/hiding layers etc) and links still work and comments can still be added?

Thanks for posting in the Lucid Community 🤝 I would recommend taking a look at the Manage document status and set classification article from the Lucid Help Center. This will show you how to lock your content so users only have access to commenting share export and seeing shape data.
