I tried to follow this process to make a link that works w/o login:

However, it still says ‘Log-in’ required on the page where I make the link, and opening the link asks me to login.

What type of account do you have? I noticed the following in the documentation link you posted:
When I go through the process my options are either “Any logged in user” or “OUR COMPANY ACCOUNT”. In both cases it is requiring a login to occur. I believe guest collaboration access has been disabled for our enterprise, but am not an administrator, so I cannot verify. Perhaps reach out to your admin about guest collaboration?
