Does Lucidpark support the requirement where the first artist can draw in an empty area of the canvas and will have his artwork appear at the front but in case of drawing in a not emply area his art will be behind?

In general the newest object added to the canvas will be arranged on top of already existing objects in the front. However you can re-arrange the order of objects via right-click > Arrange:
