When I send a URL copy to a coworker can they use the Data linking portion?

When you share a Lucidchart document via URL, whether your coworker can access and use the Data Linking feature depends on two main factors:

Their Access Permissions – The coworker must have edit access to the document. View-only access will not allow interaction with data linking or connected datasets.

Their Lucidchart Plan – Data Linking is a feature available on certain plans. Your coworker will need to be on a plan that includes Data Linking features in order to fully utilize or modify those connections.
If both of these conditions are met, your coworker should be able to view and work with the data-linked elements as intended.
