Can I edit an org chart with a free Lucidchart account?
if i stop paying the premium can i still edit the org chart on lucidchart?

Creating and editing an org chart is available at any account level, but there are certain features that are Enterprise-specific, like importing from Bamboo HR and refreshing/replacing data.
I can see you are on an Individual-level account, so please note that if you downgrade to a free account, there is a 60 object limit per document for users on free accounts. If you go to a free account, you may receive a pop-up referring to unlimited shapes that prevents you from continuing to edit, in which case you have reached this object limit. You will not be allowed to continue unless you delete some objects.
