Can I create a circle with arrows in Lucidchart?

I want to create a diagram where the circle is made from arrows that point to the next subject. Something like this picture.

Agree with ​@Kelsey Gaag, not native to Lucid products.

 

You can probably achieve this with a spreadsheet program like Excel.

Use Progress Donut (search shapes under “donut”) and superimpose rotated triangles at the end of each stage to make the arrows.  Make the triangles the same color as the phase to which they are associated and they will blend with that section of the donut. Use properties of the donut to create different colors and lengths of each phase.

I would also recommend grouping the shapes to prevent anything from moving around when creating your diagram!
