I can individually select the diagram components, but I need to have same ability as when I have edit permission to right click in empty area and the holding and dragging to select a section of the diagram.

+1Yes, we may lock some of our diagrams down from allowing other groups from modifying, but we want other groups to be able to select pieces of the diagram to copy from and make up a proposed changes to diagram. There is no easy way to select a section of the diagram and copy. You can select each object at a time and copy, but this doesn’t seem to allow selecting line objects.
