Thanks for posting in the Community!
It looks like due to specific collaboration features not being enabled on your organization's account sharing your document may be restricted. You should be however able to generate shareable links for account-only document sharing.
For further information regarding the restrictions in place on your account I would recommend reaching out to an admin with any questions or concerns you may have!
