How can I rotate a window?

Are you talking about the windows from the floor plan shapes library? If so these cannot be rotated. They will just automatically snap to a wall (of a room) that you want to assign it to. Simply click and drag the window out and put it over the wall where you want it to be and the window will snap in the proper direction.
As for rotating shapes in general using Lucidchart: select the shape you want to rotate and then click and hold on the white circle that appears above it. This will allow you to rotate to your desired angle or degree.
