I am trying like crazy to put a "wireframe" screen shot from an application I am designing screens for in a layer behind my labels and controls but I simply cannot find a way to make it work. No matter where the screen shot is it's always on top and I can't arrange other objects to be in front of it.
This seems like a simple thing to be able to do; not only should it be possible it should be EASY. Please instruct.

Thanks for reaching out in the community. I have recorded a GIF to show how you can edit on top of an image. By adjusting the position of the layer on the right hand side you will be able to control wants in the back or on top. I hope this helps.
