Cannot activate "Replace Dataset" feature

I have a paid account but whenever I click on “Replace Dataset” button I’m prompted with this 

 

upon “Activate...”

 

 

 

 

After the page refresh, I clicked on “Replace Dataset” and am prompted with the same popup again.
