Can't add layers using free account

I'm trying to move diagrams to layers in a created document after having done the same in other created documents and am receiving the upgrade notice. But if I moved other documents to trash then they are no longer active and I am below the 3 document limit. Because I have worked on other documents recently is this why I am getting the upgrade notice when trying to create new layers and move shapes to those layers? And do layers count towards the 60 object limit?

Hi there thanks for posting in the Community! It will take 7 days for deleted documents to be permanently deleted from your trash and free up storage. Furthermore any shapes on the canvas no matter if the are part of a layer that is currently not visible count towards the 60 shapes limit.
