When converting a user from licensed to view-only, does ownership of that user’s documents need to be transferred to a licensed user or can they keep the documents and just have view-only access to them?

I’m pulling this answer from this post:
“When you remove these user’s licenses, you will be asked to transfer their documents to another user or delete them. Limited Access users can view and download docs, but these documents will need to be re-shared with them if they are transferred during the license removal process.”
